15 Mar 1948 - 19 August 2003 is the origin of Brazilian UN diplomat who worked in the UN for more than 34 years. He was killed in the bombardment Canal Hotel, together with other staff members, on the day 19 August 2003.Son of a diplomat, Vieira de Mello was born in Rio de Janeiro and joined the UN in 1969 while studying philosophy and Humanities at the University of Sorbonne, Paris. He received two doctorate from the Sorbonne (1985). He is fluent in English, Spanish, Italian, French, and Arabic language (conversation), in addition to his mother's Portuguese language.
He started his career in the UN as an official United Nations High Commissioner for Refugees (UNHCR) in Geneva in 1969. He works with refugees in Bangladesh during the 'independence' in 1971 and in Cyprus after the Turkish attack in 1974.
He spent 3 years in UNHCR operations in Mozambique during the civil war followed independence from Portugal in 1975, and 3 more years in Peru. Vieira de Mello also served as Special Ambassador for the UNHCR in Cambodia, becoming the first representative and the only one who spoke with the UN Khmer Merah. He became senior political adviser on the UN Force in Lebanon while between 1981 and 1983.
In the 1990s he was involved in cleaning up land mines in Cambodia, and later in Yugoslavia. After working on the refugee problem in central Africa, he was appointed as Assistant to UNHCR in 1996 and he became the Deputy Secretary-General for Humanitarian Affairs and Coordinator of First United Nations Emergency 2 years later. He held this position simultaneously with the other office in January 2001. He was the UN Special Ambassador in Kosovo after the Serbian control over the former province of Yugoslavia in 1999. Vieira de Mello to help in the issue of boat people in Hong Kong.
Before becoming the United Nations High Commissioner for Human Rights in 2002, he was the UN Transitional Administrator in East Timor from December 1999 to May 2002, to guide the former Portuguese colony that will liberate itself from Indonesia. He is also a special representative in Kosovo for the period beginning 2 months and the coordinator of humanitarian operations in the United Nations headquarters.
In May 2003 Vieira de Mello was appointed as Deputy Secretary General of the UN Special Rapporteur on Iraq, the designation originally intended ends 4 days. He worked in this position when he was killed in the bombardment Canal Hotel.
